4.4 The Web is not a technology

Because the world wide web is mediated by computer networks and stored on computers, people often think of it in some amorphous sense as a technology. Designing and developing a web site is a "technical thing" to them and something that should be relegated to the IT department.

I call this the Fallacy of the Webmaster.
